About Purpose Built Communities
Purpose Built Communities® (“Purpose Built”) is a philanthropically funded nonprofit organization that serves as an incubator, convener, and catalyst for neighborhood-level social change. In partnership with local leaders and Network Members across the country, Purpose Built helps design, direct, and accelerate comprehensive neighborhood transformation so residents can experience greater racial equity, improved health outcomes, and increased upward mobility.
Purpose Built currently supports 60 neighborhoods across 24 states through pro bono guidance, coaching, technical assistance, policy and fundraising support, and a robust Community of Practice. Its holistic model brings together high-quality mixed-income housing, excellent schools, inclusive spaces that promote health and belonging, and economically vibrant commercial corridors. Throughout this work, Purpose Built is committed to uplifting the legacy, knowledge, and vision of the people who have long called these neighborhoods home.
Purpose Built’s work is grounded in three core values:
Possibility: Our purpose is proving the possible, not settling for the probable.
Impact: We take action and build bridges to create lasting impact.
Community: We cultivate connected, mutually contributing communities.
The Opportunity
Purpose Built Communities is seeking a thoughtful, collaborative, and technically skilled Director of Measurement and Impact to help strengthen how the organization and its Network use data and evidence to understand progress, inform decisions, and tell a collective story of impact.
Reporting to the Senior Vice President, Impact and Learning, the Director will translate Purpose Built’s impact measurement framework into practical research plans, evaluation strategies, data collection protocols, and evidence-building initiatives. This person will help ensure that information is not simply collected, but interpreted and applied in ways that strengthen programs, support organizational learning, and improve outcomes across Network Member communities.
The Director will serve as an important bridge between complex research and the people who need to use it. Working with residents, community leaders, Network Members, staff, funders, and policymakers, the Director will translate quantitative and qualitative findings into accessible insights, compelling narratives, and practical recommendations. The successful candidate will understand that meaningful measurement must reflect community context, acknowledge the limitations and potential biases within data, and center resident voice and lived experience.
The Role
The Director will partner closely with the Senior Vice President, Impact and Learning, and other organizational leaders to establish meaningful outcomes, indicators, benchmarks, and methods for assessing progress. This person will design and continuously improve systems for collecting, organizing, analyzing, and reporting information while helping staff and Network Members build the confidence and skills to use evidence in planning, decision-making, and continuous improvement.
A central part of the role will be implementing community-based and participatory research approaches that honor local knowledge and engage residents in the collection and interpretation of data. The Director will remain current on emerging developments in administrative data, place-based evaluation, community research, artificial intelligence, and equity-centered measurement, thoughtfully incorporating new tools and methods when they strengthen the work.
The Director will also oversee relationships with evaluation firms, academic partners, consultants, data providers, government agencies, and community organizations. This will include developing scopes of work, managing timelines and budgets, reviewing deliverables, and ensuring that external work meets Purpose Built’s standards for quality, rigor, ethics, and community engagement. As the organization continues to strengthen its internal measurement capabilities, the Director will help transfer knowledge, processes, and documentation from external partners to internal staff and may manage or mentor up to two research and evaluation team members.
Providing methodological guidance and quality assurance will be equally important. The Director will review research findings, reports, dashboards, and visualizations for accuracy and methodological soundness; assess the quality, completeness, biases, and limitations of available information; and ensure that conclusions are appropriately supported by the evidence. This person will also help maintain strong practices related to informed consent, data privacy, confidentiality, documentation, retention, and the protection of sensitive information and vulnerable populations.
Ultimately, the Director will help make evidence meaningful. Through reports, presentations, dashboards, learning sessions, community conversations, and conference presentations, this person will help stakeholders understand what the data reveals, where additional inquiry is needed, and how findings can inform strategy and action. The Director will also collaborate with communications and development colleagues to translate impact data responsibly for fundraising, advocacy, public engagement, and organizational storytelling.
The Ideal Candidate
The ideal candidate is an experienced measurement, evaluation, or applied research professional who combines methodological expertise with strong communication, facilitation, and relationship-building skills. This person knows how to move between technical analysis and practical application while maintaining rigor and making complex information understandable and useful to people with varying levels of data expertise.
Qualified candidates will bring approximately seven to 10 years of progressively responsible experience in research, evaluation, data analysis, organizational learning, impact assessment, or a related field. This experience should include at least two to three years in a management or senior individual contributor capacity, along with demonstrated success implementing research studies, community surveys, population-level analyses, or program evaluations using quantitative and qualitative methods.
The successful candidate will have experience managing consultants, evaluation partners, vendors, and/or small teams, including responsibility for scopes of work, timelines, budgets, deliverables, and quality assurance. Familiarity with population-level or administrative data, such as census, housing, public health, education, or other community indicators, is important. Experience in community development, place-based or systems-change initiatives, philanthropy, nonprofit evaluation, or another mission-driven environment is strongly preferred.
Advanced study in evaluation, public policy, statistics, data science, the social sciences, public administration, or a related discipline is valued, although an equivalent combination of relevant professional experience will also be considered.
Just as importantly, the Director must be a collaborative and trusted partner who exercises sound judgment and approaches communities with humility and respect. The strongest candidates will demonstrate a commitment to equity-centered, community-informed research practices; an ability to recognize the gaps and biases inherent in different data sources; and a genuine desire to build capacity in others. They will be organized, curious, receptive to coaching, comfortable managing multiple priorities, and able to turn strategic direction into high-quality work plans and deliverables.
Location and Travel
This position may be based in Purpose Built Communities’ Atlanta office on a hybrid schedule or performed remotely in accordance with organizational policies and operational needs. The Director should be prepared to collaborate across time zones and travel approximately 10 to 25%, including occasional overnight travel. Some work outside standard business hours may be required to accommodate travel, organizational events, deadlines, or stakeholder schedules.
